The halflings have lived among the Mervin Hills for as long as they can remember. They have developed an advanced agricultural society, and their land sustains them with everything they need for their farming. The city of Evylee has always been a lively trading spot with a convenient location near the traditional crossing of Mordaen River.

The halflings enjoy a long lasting friendship with the elves of the region. Their comradeship began when the battered elves passed through Mervin Hills in search of a new home. The elves stayed as welcomed guests for many years, until they moved on to settle in the nearby A'lure Woods.

In the year of 929 B.T. Evylee was assaulted by a band of orcs and trolls. The halflings managed to fend off the intruders before their city was pillaged. The event is referred to as the Battle of Mervin Hill, and it prompted the beginning of the Elven Pact. In order to better protect their friendly neighbors, the elves constructed outposts along the borders of Mervin Hills. Elven rangers were stationed to help patrol their borders, and a ranger's guild, offering training, was founded in Evylee. In turn, the halfling taught the elves how to cultivate wine and fruits along the southern edges of A'lure.

The Mervin halflings claim that they were the first to erect a building at the site that would later become known as Tildruin – allegedly a food stall, serving hot dishes to hungry pilgrims. There is a fair share of halflings in Tildruin, many of whom have come from the hills up the river.
